THE CHALLENGE
The Aboriginal Tent Embassy in Canberra is a site of immense historical and cultural significance, yet it has faced persistent challenges in achieving formal heritage recognition. The existing regime, based on the Burra Charter, often struggles to accommodate Indigenous values and protest sites.
OUR APPROACH
Founding Director Dr James Lesh examined the exclusion of the Embassy to critique Australia's heritage framework:
► Systemic Analysis: We identified how the "values-based" system of the Burra Charter has inadvertently marginalized Indigenous heritage by prioritising physical fabric over ongoing cultural use.
► Indigenous Agency: The research argues for a fundamental shift in management—moving away from state-imposed criteria to a model that centralises Indigenous agency and decision-making.
THE OUTCOME
This work outlines a pathway for a more equitable and inclusive heritage practice in Australia, ensuring that the historical and ongoing significance of First Nations culture is recognised on its own terms.
