THE CHALLENGE
Following the unauthorised demolition of the Corkman Pub in Carlton, VCAT required independent expert advice on a complex theoretical question: Should a lost heritage building be rebuilt?
OUR APPROACH
Dr James Lesh prepared an independent expert statement examining the heritage principles regarding reconstruction:
► Theoretical Analysis: We reviewed the Burra Charter and international conservation practice to determine if a reconstructed building could possess genuine heritage significance.
► Expert Opinion: The statement argued that heritage principles generally do not support the reconstruction of demolished buildings, as this often results in "false historicism" rather than authentic conservation.
THE OUTCOME
Our evidence provided the Tribunal with a robust framework for decision-making, clarifying the distinction between the preservation of existing fabric and the replication of what has been lost.
