Why We Are Not Architects (And Why That Is Your Greatest Advantage)

A common question we get is whether we can design an extension or a new build. The short answer is no. At Heritage Workshop, we aren’t architects; we are specialist heritage consultants, historians, and town planners based in Melbourne.

While this might seem like a subtle distinction, it’s actually our greatest commercial strength. By staying out of the design process, we offer specialist advice that design-focused firms can’t provide.

Hiring an independent heritage planner is the smartest move to protect your project. Here is why this separation of disciplines helps secure your permit and de-risks your investment.

Statutory Independence

When an architectural practice writes its own heritage assessment, there’s an inherent conflict of interest. They are invested in their own design, which makes it hard to objectively argue its impact on a heritage place.

Council planners know this and often view in-house heritage reports with scepticism. Because Heritage Workshop is independent, our advice carries more weight during the assessment process.

When we say a design is appropriate, we do so as impartial experts, not as the authors of the plans. This objectivity builds trust with planners and is critical if your project needs an Heritage Expert Witness at VCAT.

Policy Expertise

Beautiful streetscape

Architects are trained to collaborate with you to create beautiful and functional spaces, focusing on light, flow, and construction. Our focus is different; we live and breathe Victorian heritage planning policy, the Burra Charter, and historical archives.

While your architect focuses on the vision, we focus on statutory viability. We analyse the Heritage Overlay on your site to find the legally defensible path to an approval.

We know the limits on roof heights, sightlines, and setbacks required to satisfy the Council before a single line is drawn. This ensures the spaces your architect designs can actually be built under the current planning scheme.

A Strategic Partner for Design Teams

We don’t compete with architects; we help them do their best work. The worst-case scenario for a design team is spending hundreds of hours on a concept, only to have it rejected because it breached a technical heritage rule.

By engaging us for early advice, we set the "statutory sandbox" for your architect. We define the design envelope, stating allowable heights, what fabric must be kept, and where massing needs to be pushed back.

This saves your architect from wasting hours on unbuildable designs. It lets them focus their creativity where it will actually be approved.

4. Fluency in the Language of "Heritage"

Heritage planning has its own dialect. Terms like "distinguishable but sympathetic," "visual bulk," and "contributory fabric" have specific legal meanings.

If you argue with a Council planner using only design language, you will likely lose. However, if you present a case using precise policy language, you stand a much better chance of a successful outcome.

Through our Heritage Impact Statements (HIS), we translate your architect’s design into the terms Council planners need to hear. This helps them confidently write their report and issue your permit without delays.

If you already have an architect, we can plug into your team to de-risk the process. If you haven't started yet, we can provide the preliminary heritage parameters you need to brief an architect correctly.
